The Attorney-General defied the enemies of the administration to point out a single instance in which the Viceroy had deviated from the line of strict impartiality, yet he was the object of most virulent attacks by the fanatical members of the Orange societies in Dublin, and by the Orange press. Their animosity was excited to the utmost by a proceeding which he adopted with reference to the statue of King William III. in College Green. For some years a set of low persons, connected with the Orange lodges, had been in the habit of bedaubing the statue with ridiculous painting and tawdry orange colours, with a fantastic drapery of orange scarves. The Catholics believed that this was done with the avowed purpose of insulting them, and they thought that they had as much right to undress as others had to dress a public statue. On one occasion, therefore, they painted King William with lampblack. Consequently, on the 12th of July, 1822, a serious riot occurred, in the course of which lives were endangered, the tranquillity of the metropolis was disturbed, and evil passions of the most furious kind were engendered in the minds of the parties. As the peace must be preserved, the only course was to put an end to those senseless brawls by ordering that no unauthorised parties should presume to put their hands on a public monument, either for the purpose of decorating or defiling it. But this judicious order the Orangemen felt to be a wrong, which should be resented and avenged by driving Lord Wellesley out of the country. Accordingly, certain members of the Orange Society, amounting to nearly one hundred, entered into a conspiracy to mob him in the theatre. They were supplied with pit-tickets, and assembling early at the door, they rushed in, and took possession of the seat immediately under the Viceregal box. Other parties of them went to the galleries. They agreed upon the watchword, "Look out." They had previously printed handbills, which were freely distributed in and about the theatre, containing insulting expressions, such as "Down with the Popish Government!" Before the Viceroy arrived, they had been crying for groans for the "Popish Lord-Lieutenant," for the house of Wellesley, for the Duke of Wellington. When the marquis arrived he was received with general cheering, that overbore the Orange hisses; but during the playing of the National Anthem the offensive noise became so alarming that some of the audience[248] left the theatre. At this moment a bottle was flung from one of the galleries, which was supposed to be aimed at the head of the Lord-Lieutenant, and which fell near his box.<024>

THREE:On the 27th of January Colonel Wardle, a militia officer, rose in his place in the House of Commons and made some startling charges against the Duke of York, as Commander-in-Chief of the army. Wardle had been a zealous Conservative, but had now changed his politics, and was acting with the party of extreme Reformers headed by Sir Francis Burdett, Lord Folkestone, and others. His charge was that the Duke of York was keeping a mistress, named Mary Ann Clarke, a married woman, to the great scandal of the nation, and was allowing her to traffic in commissions and promotions in the army. Nor was this all; he asserted that, not in the army alone, but in the Church, this public adulteress was conferring promotions, through her influence with the Duke, and that she had quite a levee of clergy, who were soliciting and bribing her to procure livings and even bishoprics. These were sufficiently exciting statements, and the Colonel demanded a Committee of Inquiry to enable him to prove his assertions. Sir Francis Burdett seconded the motion; and the proposal was not metas it should have been by Ministers or the Duke's friendsby a denial, but, in general, by a eulogium on the Duke's excellent discharge of his duties as Commander-in-Chief. The House determined that, wherever the infamy was to fall, it should have the full airing of a committee of the whole House, which was appointed to commence its inquiries on Wednesday, the 1st of February, the Duke intimating, through his friends, that he was, on his part, desirous of the fullest investigation of the matter. From the evidence of Mrs. Clarke it appeared very clear that the Duke had permitted her to traffic in the sale of commissions, and both Mrs. Clarke and Mary Ann Taylor, whose brother was married to Mrs. Clarke's sister, asserted that the Duke had received part of the money for some of these bargains. Sums of one thousand pounds, of five hundred pounds, and two hundred pounds had been paid to her for such services.
FORE:The king's speech at the opening of Parliament, and the martial tone of the speeches by the members of both Houses, exceedingly exasperated Napoleon; for though preparing for war he was scarcely ready, and meant to have carried on the farce of peace a little longer. Talleyrand demanded of Lord Whitworth the reason of this ebullition of the British Parliament and of the Press. Lord Whitworth replied, as he had done regarding the comments on the trial of Peltier, that it was the direct result of the insulting articles in the Moniteur, which was known to be the organ of the French Government; whereas, in Britain, the Government had no direct control, either over the speeches in Parliament or over the press. Talleyrand and Whitworth again discussed all the vexed questions of the retention of Malta, the conduct of Colonel Sebastiani in the East, the aggressions of Napoleon in Italy, Germany, and Switzerland, in violation of the Treaty of Amiens; and Lord Whitworth declared that all Britain wanted was, that the Treaty should be faithfully carried out on both sides; that we were ready to evacuate Malta, and recall our complaints, on that being done. But this was what Napoleon was resolved never to do, and he therefore resorted to the most extraordinary insults to the British Ambassador. He requested Lord Whitworth to call at the Tuileries at nine o'clock in the evening of the day on which he had had his conference with Talleyrand. Napoleon had, by an assumption of extreme hauteur and impetuosity, frightened the Austrian Ambassador at Campo Formio, and he probably thought of frightening the British one; but Britain had not been beaten like Austria, and such a proceeding could only enrage the British people. In this interview, Buonaparte ran over, in a rapid and excited harangue of two hours' length, scarcely permitting Lord Whitworth to interpose a word of reply, all the alleged causes of dissatisfaction with England; at one moment threatening to invade it, if it cost him his life; at another, proposing that France and England should unite to rule the Continent, and offering to share with it all the benefits of such an alliance. Lord Whitworth replied, as before, that the British Government desired nothing but the bona fide execution of the Treaty of Amiens, and could not for a[488] moment entertain such schemes of aggression and domination as the First Consul proposed to her. He began to comment gravely on the aggressions in Switzerland and Italy, but Buonaparte cut him short angrily, saying those things were no business of his and that he had no right to talk of them. There was a fresh interview with Talleyrand, and fresh notes from him and Andreossi of the same character. A similar though more violent scene occurred at a levee on the 13th of March, in which Napoleon passionately accused Britain of driving France into war. A shrewd observer, Madame de Rmusat, was of opinion that his rage was simulated.The prejudiced old man fought with desperation against the measure in the Lords. He was tremendously severe on the Government. He said, much as he had heard of the march of mind, he did not believe that the march could have been so rapid as to induce some of the changes of opinion which he had witnessed within the last year. His opinions are now among the curiosities of a bygone age. His idea of religious liberty may be seen from the following:"The Sacramental Act, though often assailed, had remained ever since the reign of Charles II., and the Annual Indemnity took away all its harshness. The obnoxious Act did not interfere with the rights of conscience, as it did not compel any[267] man to take the sacrament according to the rites of the Church of England, and only deprived him of office if he did not." He concluded by solemnly saying, "From his heart and soul, 'Not Content.'" He was effectually answered by the Duke of Wellington, and the Bill was read a second time, without a division, on the 17th of April. On the 21st he proposed an amendment to exclude Roman Catholics from the benefit of the measure by inserting in the declaration the words, "I am a Protestant." The amendment was negatived by 117 to 55; but so eager was he to have it adopted, that he renewed it on the third reading of the Bill, when the Contents were 52, Not Contents 154. Still he entered on the Journals a violent protest against the Bill, in which he was joined by the Duke of Cumberland and nine other peers. As soon as the measure was carried, all the world acknowledged the Duke of Wellington's sagacity in declining the offer of Lord Eldon to return to office; for if that sturdy adherent to ancient prejudices had been Lord Chancellor or President of the Council, the Government must either have been speedily dissolved by internal dissensions or overthrown by a vain resistance to the popular voice.

FORE:The example of Oxford, who made an attempt on the life of the Queen, was followed by another crazy youth, named Francis, excited by a similar morbid passion for notoriety. On the 29th of May, 1842, the Queen and Prince Albert were returning to Buckingham Palace down Constitution Hill in a barouche and four, when a man who had been leaning against the wall of the palace garden went up to the carriage, drew a pistol from his pocket, and fired at the Queen. Her Majesty was untouched, and seemed unaware of the danger. The assassin was observed by Prince Albert, and pointed out by him to one of the outriders, who dismounted to pursue him; but he had been at once arrested by other persons. The carriage, which was driving at a rapid pace, no sooner arrived at the palace, than a messenger was sent to the Duchess of Kent to announce the Queen's danger and her safety. The prisoner, John[491] Francis, the son of a machinist or stage carpenter at Covent Garden Theatre, having been twice examined by the Privy Council, was committed to Newgate for trial at the Central Criminal Court on a charge of shooting at the Queen with a loaded pistol. He was only twenty years of age. The trial of Francis took place on the 17th of June, before Chief Justice Tindal, Baron Gurney, and Justice Patteson. The principal witness was Colonel Arbuthnot, one of the equerries who was riding close to the Queen when the shot was fired, and cried out to a policeman, "Secure him!" which was done. Colonel Wylde, another equerry, with several other witnesses, corroborated the testimony of Colonel Arbuthnot; and it appeared that Francis had on the previous day pointed a pistol at the Queen, though he did not fire. For the defence it was alleged that the attempt was the result of distress, and that the prisoner had no design to injure the Queen. The jury retired, and in about half an hour returned into court with a verdict of "Guilty," finding that the pistol was loaded with some destructive substance, besides the wadding and powder. Chief Justice Tindal immediately pronounced sentence of death for high treason, that he should be hanged, beheaded, and divided into four quarters. The sentence was commuted to transportation for life.

TWO:The Parliamentary Session of 1791 was opened, after the Christmas recess, by Sir Philip Francis denouncing the war against Tippoo Sahib in India, and eulogising that prince. He moved thirteen resolutions condemnatory of the war; but they were all rejected, and Dundas, as head of the Board of Control, moved three counter-resolutions declaring that Tippoo had voluntarily broken the treaty made with him in 1784, and that faith must be kept with the Rajah of Travancore, whom he had attacked, as well as with the Nizam and the Mahrattas, and these resolutions were carried without a division.Whilst the French had been thus beating the Austrians out of Italy, and thus rendering abortive our new and lavish subsidy to the Emperor, Ministers had been busy in the election of a new Parliament. This new Parliament assembled on the 6th of October, and was full of patriotism. As Hoche's army had not yet sailed, and as nobody seemed to know its destination, Pitt represented that it probably was for the coast of England, and called for the enrolment of fifteen thousand men from the parishes, half of whom were to be sent into the navy, and for sixty thousand militia and twenty thousand more yeomen cavalry, all which were carried. On the 26th of October Windham, as Secretary at War, announced the whole military force of the country at home and abroad, apart from the troops in the East Indies, which were raised and maintained by the Company, to be one hundred and ninety-six thousand men, and he demanded for their payment five million one hundred and ninety thousand pounds. On the 7th of November Pitt opened his Budget, requiring no less than twenty-seven million nine hundred and forty-five thousand pounds for the total expenditure of the year. There was another loan called for of eighteen million pounds, and though the terms were then considered low, such was the spirit of the nation that the amount was subscribed within two days.

Women of notoriously bad reputation would not then have dared to show themselves in Rotten Row, and the middle and lower classes of London did not think of intruding themselves as equestrians upon the pleasure-ground of the nobility. At that time it was every way more retired; the walks were fewer, and cows and deer were seen quietly grazing under clumps of trees. The frequenters of the park, who then congregated daily about five o'clock, were chiefly[442] composed of dandies and ladies in the best society; the former, well-mounted and dressed in a blue coat, with brass buttons, leather breeches and top-boots, with a tremendously deep, stiff, white cravat, and high shirt-collar, which rendered stooping impossible. Many of the ladies used to drive round the park in a carriage, called a vis--vis, which held only two persons, having a hammer-cloth rich in heraldic designs, powdered footmen in smart liveries, and a coachman who assumed all the airs and importance of a wigged archbishop.
FORE:Things being in this position on the arrival of Admiral Lord Howe, he determined still, notwithstanding the Proclamation of Independence, to make every effort to procure a last chance of peace. He deeply regretted the delays which had attended his fleet, and lost no time in sending on shore an intimation that he brought conciliatory overtures. His first act was to dispatch a letter to Franklin, who, in England, had expressed so earnest a desire for accommodation of all differences, informing him of his commission to seek reconciliation, and of his powers for the purpose. But the Declaration being now made, Franklin had no longer a motive to conceal his real sentiments, and he replied in terms which greatly astonished Howe, filling his letters only with complaints of "atrocious injuries," and of what America had endured from "your proud and uninformed nation." Howe next turned to Washington, to whom he dispatched a flag of truce, bearing a letter to the Commander-in-Chief. But as Washington could only be regarded as an insurgent leader, Lord Howe thought he could not officially recognise a title conferred only by the American Congress, and therefore did not address him as "General," but simply as "George Washington, Esquire." Washington refused to treat in any other character than that of Commander-in-Chief of the American forces. He instantly returned Howe's letter, and forwarded the other papers to Congress. One of these was a circular declaration to the late royal Governors, enclosing a copy of Lord Howe's commission, and stating that all who should submit would be pardoned; that any town or province which declared its adhesion to the Crown should at once be exempt from the provisions of all the late Acts of Parliament, especially as regarded their trade; and that, moreover, all such persons as were active in promoting the settlement of their districts should be duly rewarded. The moment Congress received this document they ordered it to be published in the newspapers, that "the people might see how the insidious Court of Great Britain had endeavoured to disarm and amuse them," and that "the few whom hopes of moderation and justice on the part of the British Government had still kept in suspense, might now at length be convinced that the valour alone of their country is to save its liberties." Lord Howe, undeterred by this spirited proceeding of Congress, on the 20th of July sent the Adjutant-General once more to Washington, with another letter, still addressed to "George Washington, Esquire," but adding a number of etceteras. Washington was not to be caught by so shallow an artifice. The proposed interview, like the last, therefore, came to nothing, except that Congress took advantage of these repeated efforts to insinuate that the British were afraid of fighting.The corruptions connected with the Duke of York and his mistress were but a small fragment of the wide and universal system which was existing. The exposures, however, made by this inquiry induced the Chancellor of the Exchequer to bring in a Bill to prevent such abuses. He referred to the sale of commissions which had been brought to light, and which had been carried on by means of improper influence over a man in high office. His Bill, therefore, went to make it penal to demand money for the appointment to office, or to issue advertisements to that effect. The Bill was passed.

THREE:The two Pugins, father and son, had much to do with the revival of Gothic architecture among us. The father, Augustus, born in France in 1769, came over to London to practise his profession. In 1821-3 he published "Specimens of Gothic Architecture," selected from various ancient edifices in England; and in 1825-28 "Specimens of the Architectural Antiquities of Normandy." The year before his death, in 1832, he assisted his son in producing a work entitled "Gothic Ornaments," selected from various buildings in England and France. Augustus Welby Pugin, who was born in 1811, very soon eclipsed his father's fame. Having resolved to devote his time to the arch?ological study of style and symbolism in architectural ornaments, he settled down at Ramsgate in 1833, and carried his resolution into effect both with pen and pencil. In 1835 he published designs for furniture, in the style of the fifteenth century; and designs for iron and brass work, in the style of the sixteenth and seventeenth centuries. The year following appeared his "Designs for Gold and Silver Ornaments, and Ancient Timber Houses." His exclusive and ardent devotion to these studies, aided, no doubt, by his habits of seclusion, began to produce a morbid effect upon his intellect, which was shown in the overweening arrogance of a tract entitled "Contrasts; or, a Parallel between Ancient and Modern Architecture." This morbid tendency probably was increased by his becoming a member of the Roman Catholic Church, in which a great field was opened for the display of his peculiar tastes by the construction of buildings which he expected would shame the degenerate taste of the age, but which, too often, were found to be gloomy and inconvenient. His principal works were the Cathedral of St. George, Southwark, the Church of St. Barnabas, at Nottingham, the Cistercian Abbey of St. Bernard, in Leicestershire, the cathedral churches of Killarney and Enniscorthy, Alton Castle, and the model structure which he erected at his own place near Ramsgate. The Medi?val Court in the Exhibition of 1851 was associated in all minds with the name of Pugin. In his case genius was too nearly allied to madness. The awful boundary was passed towards the close of his life, when his friends were obliged to confine him in a lunatic asylum, from which he returned only to die in 1852.But the great glory of this session was not the exposure of Davison and his fellow thieves, but the stop put to the operations of a much larger class of rascals. The death of Fox had been a sad blow to Wilberforce and the abolitionists, who had calculated on his carrying the prohibition of the slave trade; but Lord Grenville and his Cabinet seemed to have made up their minds to have the fame of achieving the grand object of so many years' exertion for the suppression of the African slave trade. Wilberforce, to his inconceivable joy, discovered that Spencer Perceval, the leader of the Opposition, and his party were willing to co-operate for this purpose. The king and royal family alone remained as adverse to the abolition of slavery as they were to the emancipation of the Catholics. The abolitionists, however, had so imbued the country with the sense of the barbarity and iniquity of the traffic, that royal prejudice could no longer swamp the measure, nor aristocratic apathy delay it. Lord Grenville brought in a Bill for the purpose into[532] the Peers on the 2nd of January, 1807: the 12th was fixed for the second reading. Before this took place, counsel was heard at the bar of the House against the measure, who repeated all the terrible prognostics of ruin to the West Indies and to Britain from the abolition, with which the planters and proprietors of the West Indies, the merchants and slave captains of Liverpool and Bristol, had so often endeavoured to alarm the nation. The emptiness of these bugbears had, however, been now too fully exposed to the people by the lectures, speeches, and pamphlets of the Abolition Society, and Wilberforce had all along merely to use the arguments in Parliament with which they had abundantly furnished him. Lord Grenville now introduced the second reading by an elaborate speech, in which he condensed and summed up these arguments. He was warmly supported by the Duke of Gloucestera liberal exception to his familyby Lords King, Selkirk, Rosslyn, Northesk, Holland, Suffolk, Moira, and the Bishops of Durham, London, and others. The Dukes of Clarence and Sussex as zealously opposed him, as well as Lords Sidmouth, Eldon, Ellenborough, Hawkesbury, St. Vincent, and many others. The second reading was carried, after a debate which continued till five o'clock in the morning, by one hundred against thirty-six. The third reading was also carried with equal ease, and the Bill was brought down to the Commons on the 10th of February. Lord Howick proposed its reading in an eloquent speech, and it was opposed, with the usual prediction of ruin, by Mr. George Hibbert, Captain Herbert, and General Gascoyne, who said the nation was carried away by sentimental cant, the result of an enormous agitation by the Quakers and Saints. The first reading, however, passed without a division, and the second on the 24th of February, by two hundred and eighty-three against sixteen. The House gave three cheers. Seeing the large majority, and that the Bill was safe, Lord Grenville recommended Wilberforce to strengthen it by inserting the penalties, which he did; but they left a great advantage to the slave merchants by allowing them to clear out their vessels from Great Britain by the 1st of May, and gave them time to deliver their human cargoes in the West Indies till the 1st of January, 1808a liberty which was sure to create a great sending out of vessels for the last occasion, and a fearful crowding of them. However, the accursed trade was now doomed, as far as British merchants could go, though it was soon found that it was not so easy to suppress it. When it was seen that the Bill must pass, Lords Eldon, Hawkesbury, and Castlereagh, who had hitherto opposed it, declared themselves in favour of it. It was carried in both Houses by large majorities, and received the royal sanction on the 25th of March. So easily was the Bill passed, at last, that Lord Percy, the day after it had left the Commons, moved in that House for leave to bring in a Bill for the gradual emancipation of the slaves; but this being deemed premature, and calculated to injure the operation of the Bill for the abolition of the trade, and to create dangerous excitement in the West Indies, the motion was discouraged, and so was dropped.
THREE:General Montgomery reached the St. Lawrence, and detached six hundred men to invest Fort Chambly, situated on the river Sorel, about five miles above Fort St. John. The menaced condition of Quebec compelled General Carleton to abandon Montreal to its fate, and to hasten to the capital, and Montgomery immediately took possession of it. So far all succeeded with the American expedition. Carleton, to reach Quebec, had to pass through the American forces on the St. Lawrence. He went in disguise, and dropped down the river by night, with muffled oars, threading the American craft on the river, and so reached Quebec alone, but in safety. Montgomery was determined to fall down the St. Lawrence too, to support Arnold; but his position was anything but enviable. He had been obliged to garrison Forts Chambly and St. John's, and he was now compelled to leave another garrison at Montreal. This done, he had only four hundred and fifty men left, and they were in the most discontented and insubordinate condition. As he proceeded, therefore, he found them fast melting away by desertion; and, had he not soon fallen in with Arnold and his band at Point aux Trembles, he would have found himself alone.

For the next two years there was a great strife to secure the alliance of the Crown Prince; and the proud, disdainful, imperious temper of Napoleon, who could not brook that one who had been created by him out of nothing but a sergeant of marines should presume to exercise an independent will, threw the prize into the hands of the more astute Russian, and decided the fate of Europe and of himself.

TWO:Wellington did not feel himself secure till he had crossed the Tormes. On his march General Hill came up, and once more taking up his old position on the heights of San Christoval, in front of Salamanca, which he did on the 9th of November, he declared, in his dispatch to the Secretary at War, that he thought he had escaped from the worst military situation that he ever was in, for he could not count at all on the Spanish portion of his army. On the 10th Souham and Soult united their forces, now amounting to seventy-five thousand foot and twelve thousand cavalry; Wellington's army mustering only forty-five thousand foot and five thousand cavalry. He now expected an immediate attack, and posted his army on the heights of the two Arapiles for the purpose; but the French generals did not think well to fight him, and he continued his retreat through Salamanca, and on to Ciudad Rodrigo, where he established his headquarters, distributing part of his army in their old cantonments between the Agueda and the Coa. This was accomplished before the end of November; and General Hill proceeded into Spanish Estremadura, and entered into cantonments near Coria. The French took up their quarters at some distance in Old Castile.

TWO:Orders soon came from the Government for the liberation of the prisoners. After some consultation with their friends, it was resolved that there should be a public procession from the prison in the morning. Mr. O'Connell, however, left that evening, and proceeded on foot to his house in Merrion Square. Before he had reached the square, the tidings spread abroad that he was out, and crowds rapidly assembled from all directions. The people leaped and danced about him, while their acclamations rent the air. When he placed his foot upon the step to ascend to his own door, the exulting shouts of some 10,000 or 15,000 people were almost deafening. Appearing on the balcony of his house, where he had often stood before, to address his followers, they could scarcely be got to keep silence while he spoke. The procession next day was, in point of magnitude, quite in keeping with the other "monster" proceedings. Twelve o'clock was the time appointed to start from the prison, and at that hour the first part of the procession arrived. Its length may be inferred from the fact that it was not until two o'clock that the triumphal car reached the prison gate. During those two hours thousands upon thousands defiled before it in one unbroken line of men, perfect order being kept, without the aid of a single policeman, and the marching mass being broken into sections only by the bands of music, preceding the flags or carriages of the different trades, which numbered about thirty. The bands were all dressed in fancy uniforms, bearing bright coloursblue, pink, and greenwith banners of the most gorgeous description. There was such a demand for carriages and vehicles of all sorts, that Dublin alone could not meet it, and carriages were obtained from Bray, and various other places around the metropolis. The procession was composed of Repeal wardens, members of the Repeal Association, the Lord Mayor, aldermen, and town council, personal friends and political admirers of O'Connell.[See larger version]

ONE:The British Ministry adopted the advice most cordially. Lord Liverpool, in the House of Lords, and Lord Castlereagh, in the Commons, on the 6th of April, announced the astounding fact of the escape of Buonaparte, and proposed addresses from both Houses to the Prince Regent, recommending the most energetic measures of co-operation with the Allies now finally to crush this lawless man. Whitbread vehemently opposed this measure, declaring that it was not our business "to commence a new crusade to determine who should fill the throne of France." This was true enough; but it was a truth, in the then temper of the Government or public, which was not likely to be attended to. The addresses were carried in both Houses without any division, and Lord Wellington was nominated to command the forces which should take the field for Great Britain; and these were to amount to no fewer than one hundred and fifty thousand, and to consist of a moderate number of British soldiers, and the rest to be paid Hanoverians, Belgians, Dutch, and Germans. Parliament immediately voted the enormous sum of ninety million pounds for supplies, knowing the vast subsidies which would be required by the Allied monarchs, besides the large sum necessary to pay our own quota of troops.[See larger version]

ONE:The example of Oxford, who made an attempt on the life of the Queen, was followed by another crazy youth, named Francis, excited by a similar morbid passion for notoriety. On the 29th of May, 1842, the Queen and Prince Albert were returning to Buckingham Palace down Constitution Hill in a barouche and four, when a man who had been leaning against the wall of the palace garden went up to the carriage, drew a pistol from his pocket, and fired at the Queen. Her Majesty was untouched, and seemed unaware of the danger. The assassin was observed by Prince Albert, and pointed out by him to one of the outriders, who dismounted to pursue him; but he had been at once arrested by other persons. The carriage, which was driving at a rapid pace, no sooner arrived at the palace, than a messenger was sent to the Duchess of Kent to announce the Queen's danger and her safety. The prisoner, John[491] Francis, the son of a machinist or stage carpenter at Covent Garden Theatre, having been twice examined by the Privy Council, was committed to Newgate for trial at the Central Criminal Court on a charge of shooting at the Queen with a loaded pistol. He was only twenty years of age. The trial of Francis took place on the 17th of June, before Chief Justice Tindal, Baron Gurney, and Justice Patteson. The principal witness was Colonel Arbuthnot, one of the equerries who was riding close to the Queen when the shot was fired, and cried out to a policeman, "Secure him!" which was done. Colonel Wylde, another equerry, with several other witnesses, corroborated the testimony of Colonel Arbuthnot; and it appeared that Francis had on the previous day pointed a pistol at the Queen, though he did not fire. For the defence it was alleged that the attempt was the result of distress, and that the prisoner had no design to injure the Queen. The jury retired, and in about half an hour returned into court with a verdict of "Guilty," finding that the pistol was loaded with some destructive substance, besides the wadding and powder. Chief Justice Tindal immediately pronounced sentence of death for high treason, that he should be hanged, beheaded, and divided into four quarters. The sentence was commuted to transportation for life.

ONE:After violent debates on the subject of Catholic emancipation, but with the usual negative result, Parliament was prorogued on the 24th of July. Ministers proceeded to prosecute the war in the Peninsula with increased vigour. Lord Wellington needed all the support they could give him. Notwithstanding his success and the millions of money that Great Britain was sending to Portugal, the Portuguese Government continued to annoy him, and showed itself as ignorant, as meddling and as unthankful as the Spaniards had done. Though he and his army were the sole defence of the country, which would at once have been overrun by the French were he not there, and though he was fighting their battles and defending their persons at the expense of England, they appeared to have not the slightest sense of these obligations, but continued to pester him on every possible occasion. They endeavoured to compel him to maintain the Portuguese army, too, by themselves neglecting to furnish it with pay and provisions. They demanded to have the expenditure of the very money remitted for the needs of the British forces. They raised a vast clamour because the soldiers cut down timber for firewood. To all these disgraceful annoyances Lord Wellington replied with a wonderful command of temper, but with firmness and plain-spokenness. His dispatches abound with complaints of the scurvy treatment of the Portuguese authorities. The aspect of things in Spain was worse. There the Spaniards continued to lose every force that they raised, but nevertheless to criticise all the movements of Wellington as if they knew, or had shown, that they understood the management of campaigns better than he did. In fact, if the interests of Spain and Portugal alone had been concerned, the best thing would have been to have quietly withdrawn, and have left the French to trample on them, as a proper punishment for their stupid and ignorant pride. But the attention which Wellington compelled Buonaparte to give to the Peninsula, and the constant drain which this war was to him of men and money, were enabling Russia, and Sweden, and the north of Germany to prepare for another and decisive struggle with the oppressor.As to the silk and wool trades, in the ten years preceding 1824 the quantity of raw and thrown silk used by our manufacturers was on an average of 1,882,311 lbs. per annum. In the ten succeeding years the average was nearly double, viz. 95 per cent. higher; and in the sixteen years which ended in 1849 there was an increase of 120 per cent. over the quantity used under the restrictive system. According to the report of the inspectors of factories, there were, in 1835, 231 silk factories in England, six in Scotland, and one in Ireland. The total number of females thus employed was over 20,000, and the total number of both sexes was about 31,000. The total number of woollen and worsted factories at work in 1835 was returned by the inspectors of factories as being 1,313, showing an increase of ten per cent. in four years. The total number of persons employed in them in 1835 was 71,274, on which there was an increase of twenty per cent. up to 1839. There was a general depression in the price of British wool, in consequence of which a Committee of the House of Commons was appointed to inquire into the causes. From the evidence which they received, it appeared that the actual number of sheep in England and Wales had increased one-fifth since the year 1800, when it was 19,000,000, yielding about 95,000,000 lbs. of wool, or about five pounds[419] for each fleet. It was estimated that the quantity used for manufacturing purposes increased during the first half of the nineteenth century by 115 per cent. Yorkshire is the chief seat of the woollen manufacture, and the best proof of its progress, perhaps, is presented in the state of the population, which in the whole of the West Riding increased during the first forty years of the century at the rate of 104 per cent. At the census of 1801 it was 563,953, while the census of 1841 showed it to be 1,154,101.

ONE:The Duke of Wellington wrote to the British Government to inform them of this event, and that the Allied sovereigns were this time resolved to make sure of the fugitive; that the Emperor of Austria had agreed to bring into the field three hundred thousand men; the Czar, two hundred and twenty-five thousand; Prussia, two hundred and thirty-six thousand; the other States of Germany, one hundred and fifty thousand; and that it was expected Holland would furnish fifty thousand. Thus nine hundred and sixty thousand men were promised, independently of Sweden and Great Britain; so that a million of men might be calculated upon to crush Buonaparte, provided that the latter Power were ready to furnish the necessary millions of money to put this mighty host in motion.

THREE:The other measures of Parliament during this Session were these:In the House of Lords Lord Holland, and in the Commons Henry Brougham, moved for addresses to his Majesty, exhorting him to persevere in his efforts to induce the Governments of other nations to co-operate in the abolition of the slave trade, and to take measures for putting a stop to the clandestine practice of British subjects yet carrying on this trade in a fraudulent manner, as well as to adopt plans for preventing other evasions of Mr. Wilberforce's Act. Mr. Bankes introduced a motion for rendering perpetual his Bill to prevent the grant of offices in reversion, and such a Bill was passed in the Commons, but rejected in the Lords.Poland, abandoned to her own resources, made a brave but ineffectual defence. The Russians received several severe checks in their advance. At Zadorsk, at Palorma, and finally at Dulienska, the Poles fought them gallantly. At the last-named battle, on the 17th of July, the heroic Kosciusko made terrible havoc of the Russian lines, and was only prevented from utterly routing them by his flank being turned by another arrival of Russians, whom the Emperor Francis, of Austria, had allowed to march through Galicia. The Russians advanced to Warsaw, took regular possession of it, and of all the towns and military[399] forts throughout the country. They dismissed the patriot officers of the army, and dispersed the army itself in small divisions into widely-separated places. They abolished the new Constitution, thrust the burgher class again out of their newly-acquired privileges, and put the press under more ignominious restrictions than before. They confiscated the estates of nobles who had advocated the new reforms. Both Catherine and her Ministers treated the idea of any partition of Poland as the most groundless and ridiculous of notions. They pointed to the invasion of Germany already by Custine, the French Revolutionary general, and justified the temporary occupation of Poland as necessary to the security of both Poland and the neighbouring states. We must leave the three robber Powers, Russia, Prussia, and Austria, therefore, gloating over their prey, and ready to rend it asunder, in order to continue the narrative of the wild explosion of France.

"It afforded," he writes, in his Memoirs, "a decisive proof, not only that the instrument on which the Protestant proprietor had hitherto mainly relied for the maintenance of his political influence had completely failed him, but that, through the combined exertions of the agitator and the priestor, I should rather say, through the contagious sympathies of a common cause among all classes of the Roman Catholic populationthe instrument of defence and supremacy had been converted into a weapon fatal to the authority of the landlord. However men might differ as to the consequences which ought to follow the event, no one denied its vast importance. It was seen by the most intelligent that the Clare election would be the turning-point in the Catholic questionthe pointALEXANDER I.Iron suspension bridges were also introduced towards the end of this reign. Chain bridges had been erected in China for nearly two thousand years, and rope bridges in India and South America still earlier. In England a foot-bridge of iron chains was erected at Middleton, over the Tees, in the middle of the eighteenth century. In 1816 a bridge of iron wire was thrown across the Gala Water; and another, on a different principle, the following year, was erected over the Tweed, at[193] King's Meadows. But now much greater and more complete works of the kind were to be executed. Captain (afterwards Sir Samuel) Brown introduced many improvements into these structures. He substituted iron ropes for hempen ones, thereby forming cable-chains, like those used in Wales on quarry tram-roads, and these he applied to suspension bridges. In 1819 he was commissioned to construct an iron suspension bridge over the Tweed, near Kelso, called the union Bridge, which he completed in 1820, at a cost of five thousand pounds. In 1827 the first suspension bridge was thrown over the Thames by Mr. William Tierney Clarke; and in 1818 Telford commenced his great work of throwing a suspension bridge over the Menai Strait, near Bangor, which he completed in 1825. The main opening of this stupendous work is five hundred and sixty feet wide, and one hundred feet above high-water mark. The length of the roadway of the bridge is one thousand feet. The cost was one hundred and twenty thousand pounds. This was Telford's chef-d'?uvre. But the same neighbourhood was destined to see a more stupendous structure span the Strait from the Welsh shore to Anglesey. This was the tubular railway bridge, connecting the London and Holyhead line, within view of Telford's elegant suspension bridge. This was erected by Robert Stephenson, from his own design, greatly improved by suggestions from William Fairbairn of Manchester. It was completed in October, 1850, at a cost of six hundred and twenty-five thousand eight hundred and sixty-five pounds. Further description of this great work is not proper here, as it belongs to a later date, but it seemed fit to mention it in passing, as an evidence of the progress of the engineering science in the reign of Victoria.The supplies and the Mutiny Bill were now passed without much difficulty, but Ministers did not venture to introduce an Appropriation Bill. On the 23rd, Lord North, stating that the dissolution of Parliament was confidently asserted out of doors, declared that such a dissolution, without passing an Appropriation Bill, would be an unparalleled insult to the House. He expressed his astonishment that the Minister did not condescend to utter a syllable on the subject of the proposed change. Pitt, now confident of his position, replied that gentlemen might ask as many questions as they pleased; that he had adopted a course which was advantageous to the country, and did not feel bound to enter then into any explanations. All mystery, however, was cleared up the next day, for the king went down to the House of Lords and prorogued Parliament, announcing that he felt it his duty to the Constitution and the country to convoke a new Parliament. Accordingly, on the following day, the 25th of March, he dissolved Parliament by proclamation.
